One of the major foreign policy challenges faced by Washington and the new government stemmed from the French Revolution.

In the 1790s, the philosophy and democratic ideas of the Enlightenment challenged conditions in France. The political upheaval in the country led to international conflicts including a war with Britain.

Many Americans supported the revolutionary ideals of the French. Additionally, since France had helped in the American Revolution, there was an expectation of reciprocity. However, strong commercial ties to Britain led others to advocate for support of the British.
Proclamation of Neutrality, Varsity Tutors
Conflicted, President Washington issued the Proclamation of Neutrality in 1793 which was a formal announcement that the U.S. would remain neutral in the conflict between Britain and France. The American public as well as France were enraged but it began an important foreign policy tradition of isolationism.
The French Revolution presented challenges to the United States. Washington declared neutrality which fostered political disagreements and continued foreign policy issues.
